CCIIO posted additional MLR guidance yesterday in a question and answer format.  In a nod toward the 21st Century, one of the Q&As allows the MLR rebate to be distributed via a pre-paid debit card.  Another Q&A clarifies that the MLR rules do not apply to self-funded plans.  For more information, see the Q&As here -
