COVID-19 has created new civil liberties issues and torn the masks off of old ones. The U.S. and Germany came out of their corners against the virus with vastly different data protection rules, health systems, governments, cultures and suppressed histories. How have their battles with the virus changed the relationships between individuals, and between individuals and organizations or governments? What do those changes mean for privacy and data protection rights, rules and harms going forward?
