ATLANTA (April 29) -- Kilpatrick Townsend & Stockton announced today that attorney Susan Richardson will be a featured panelist at the National Association of Clean Water Agencies’ (NACWA) 2015 Wet Weather Consent Decree Workshop, which will be held April 29-30, at the Hyatt at the Bellevue in Philadelphia, PA.

Ms. Richardson will join other industry leaders at a session titled, “Living With Your Decree, Part II: Addressing Implementation Challenges and Considering Modification.” The old saying “nothing ever quite goes as planned” is an understatement when it comes to consent decree implementation. From reporting and monitoring requirements to unanticipated construction delays, and from economic recessions to substantial changes in community affordability, the list of potential challenges utilities face in complying with enforcement orders is daunting. And while many clean water agencies may seek modification of a decree when circumstances change unexpectedly, the process for pursuing modification can be difficult. The clean water professionals on this panel will provide helpful suggestions on how best to address the many challenges of consent decree implementation, as well as how to best secure effective modification of an enforcement order when necessary.

Ms. Richardson concentrates her practice in the area of environmental law, including regulatory and compliance counseling, due diligence for real estate and corporate transactions, permitting, enforcement and hazardous site remediation.
